Based on the Basic Characters rules in the Aces & Eights core rulebook. Each gang has 1d6+1 outlaws, 90% of them male.
"Flinch" is the modified Wisdom roll on 1d20 to avoid flinching from a wound or a near miss. In the full rules it's Wisdom plus the number of gunfights the character has survived. After a review of the rulebook, a little math and some rough guesstimation I've set Speed at 13 – 3D4, Accuracy at 6 – Spd, and Flinch at 18 – Spd, under the theory that low Speed usually goes along with high Accuracy and a high Flinch rating in roughly those proportions.
