[Candllewick] Creepy Skill Question

According to the Candlewick book, creepy skills work just like monster abilities so I've got the following question. The ATTACKS quality says the following:

Attacks: The quality can be used to, inflicting width–1 in damage to the location indicated by the roll’s height. This is Shock damage to other monsters, their kids, or any other miscellaneous ab-natural horror from beyond space and time. Against the remainder of the universe—the boring world of SWAT teams, toasters, goldfish, gang members, algebra tests, microwave burritos, and nuclear submarines—this damage is in Scars.

Does this mean a creepy skill with the Attacks quality, does Scar damage to anyone who is not a monster or creepy orphan?

Oh yes yes yes indeed, they absolutely do.

And this might seem a marvelous thing, so woeful and too-often perilous be the orphan's unfortunate life, and yet... there are consequences.

Splaying open a cruel adult's brain with multi-dimensional feelers and poking about inside can certainly cause them to stop trying to throw you down the well, but leaving them a bit... off after that, with a tendency to drool, to laugh inappropriately, and to scream at the sight of moths is just the sort of thing which makes the good folk of the Township so mistrust the residents of the Candlewick Home for the Unwanted and Unloved.
